TROUBLESHOOTING PC PROBLEMS
- No Power

The machine does not power on; you hear no fans or drives starting up; nothing comes on at all.

The obvious thing to check first is the power cord and make sure it's plugged into an AC outlet. Also check the back of the power supply to make sure it's set for the correct voltage for your country. (In the USA, it should be on 110v or 115v)

Make sure you have the power supply connected to the motherboard.

Do you have the CPU inserted properly and aligned correctly, and is the heat sink and fan assembly installed correctly and plugged into the motherboard properly?

Check that all motherboard jumpers are set correctly (clock settings, voltage, etc.).

Do you have a functioning power supply that meets the minimum requirements for your system?
(300 watts is usually the minimum recommended for today's systems)

Check all data and power cables to make sure they are connected correctly.

- There is power, but the machine is not starting up.
The machine powers on; you hear the fans and drives starting up, but it halts with a black screen; the monitor LED is flashing; you hear no beep codes.

Check everything listed above.

Disconnect unneccesary fans, modems, other adapters (except video) and drives. The PC should power up with just the video adapter and RAM installed. Sometimes even an auxiliary fan will cause a board not to power up.

Ensure that your video adapter and RAM modules are fully seated. If necessary, remove them and reseat them.

Are you sure that you have the correct type of RAM for your motherboard?
Incorrect or incompatible RAM is getting to be more and more of a problem. In the majority of cases where a system won't boot up, but has power, this is the problem.
